Born in Srinagar, Kashmir on 19.12.1942, studied in Jammu & Kashmir University, graduated in Civil Engineering in Annamalai University South India (1959-63), served J&K PWD in various capacities, retired in 2000 as Chief Engineer , reappointed till 2003, Consultant, Chartered Engineer , Fellow Institution of Engineers (India) life member Indian Road Congress, Member American Society of Civil Engineers, presented over 50 papers in seminars, has several publications to his credit, free-lancer writer.
